President Luis Abinader has appointed engineer Jhael Isa Tavárez as the new executive director of the Office for the Reorganization of Transport (Opret), according to Decree No. 652-25. The announcement comes after the backup power systems of the Santo Domingo Metro System failed following a national blackout on Tuesday, 11 November 2025 that impacted most of the country from 6 to 14 hours. The Opret reported that the power backup systems were under maintenance.

Rafael Antonio Santos Perez, the replaced Opret director, calling in to Hoy Mismo, the Wednesday after the blackout, explained that the Santo Domingo Metro has 18 power plants with 2.2 megawatts each, but these were under maintenance at the time of the blackout.

The Presidency says the removal of the diretor initiates a sweeping reorganization of institutions linked to the nation’s Integrated Transportation System, aiming to optimize the planning, operation, and sustainability of mass public transit across the...

The much-awaited monorail system, Phase I, planned for the Dominican Republic’s second city, Santiago de los Caballeros, will not be tested this December 2025. Jhael Isa, head of the Trust for the Development of Mass Transit in the Dominican Republic (Fitram), made the announcement late last week.

This was due to a slight change in the path of the monorail system between a residential area and the Pontifical Catholic University Madre y Maestra. Initially, the rail system was going to border the residential area, but negotiations with the university will take the rail line through the western side of the Santiago campus of the PUCMM so as not to disturb the residential area.

With the cable car system already working, the arrival of the monorail should reduce the traffic situation in the central part of the town.

Full-scale trials are expected to be initiated in March 2026 according to the statements from Fitram.

The latest of some 89 nationwide blackouts over the past 37 years, which occurred last Tuesday, 11 November 2025 has brought a flurry of requests ad demands for answers as to how it happened. The so-called “official” responses have varied from “technical error” to “human error” to “we won’t know for two weeks.” There had not been a nationwide blackout since 2015.

According to Joel Santos, the minister of Energy and Mining, while some 65% of the investigations are complete, the government will need two weeks to prepare the final report.

The coordinator for the National Interconnected Electric System (SENI) has found preliminary data that is relevant to the issue of the blackout. Members of the coordinating committee for SENI told reporters that the companies that produce electricity are cooperating fully with the investigation to pinpoint the precise cause of the nationwide event. They noted that simplistic explanations will not satisfy the requirements of the investigation...

The Dominican Republic has achieved a major international distinction by becoming the first Caribbean nation to have its proposal accepted by the LEAF Coalition to supply high-integrity jurisdictional emissions reductions and removals. This milestone was announced at the Cop30 platform in Belem, Brazil.

The acceptance by the LEAF Coalition, a premier public-private buyers’ group for high-integrity carbon credits, offers the Dominican Republic several key benefits and opportunities:

• Pioneering Status: The DR is now the first in the Caribbean to gain access to this high-integrity carbon credit market, positioning it as a climate leader in the region.• Green Financing Attraction: Crucially, this acceptance will allow the country to attract green financing for projects. The purchase of credible carbon credits by the LEAF Coalition will help fund efforts to reduce emissions and promote sustainable development within the DR.• Monetizing Environmental Commitment: The country can...

The Dominican Republic has positioned itself as a regional leader in green financing and climate action following the signing of a Memorandum of Understanding (MoU) between the Ministry of Environment and Mamaland Company S.A. (Grupo Mota-Engil). The agreement outlines a potential investment of US$300 million (RD$18 billion) for ambitious projects focused on ecological restoration, carbon credits, and environmental conservation across the country.

The landmark initiative was facilitated through the diplomatic efforts of the Dominican Ambassador to Portugal, Patricia Villegas de Jorge. The Ambassador emphasized the significance of the agreement, stating that it “positions the country as a regional benchmark for green financing and climate action.”

The MoU encompasses extensive studies and development plans in critical areas, including:• Degraded lands• Mangroves and wetlands• Protected zones

The International Monetary Fund was questioned by the staff of the Listin Diario newspaper regarding aspects of the Dominican economic situation, which is currently showing a slow-down in its GDP growth, and what is called “effervescence” in remittances this year.

The IMF focused its reply of the necessary changes that needed to be implemented, such as a stronger push for improving what is called the “human capital” or the labor force, in order to improve competitiveness of the Dominican Republic’s industries.

This, of course, requires education that is in line with the needs of industry today and in the future. This pushes the National Technical Professional Institute (INFOTEP) to the forefront of the process together with the nation’s Polytech high schools. A better trained work force and an increase in productivity will provide a strong incentive to reduce informal labor.

In this context, certain reforms are needed in the labor code to make it more flexible, bring more...

The Dominican Agro-business Board (JAD) and the Ministry of Agriculture have joined forces to promote the cultivation, processing and sale of what is called “Buen Pan” or breadfruit in the Dominican Republic. A judge on the Second Chamber of Instruction in La Romana has handed down the first sentence for the sale of seized properties involved in the case of a network of electronic fraud and money laundering that was dismantled during Operation Cheetah.

Judge Vicky Chalas decided to accept the request made by the prosecutors to sell the assets seized from the different companies involved in the massive real estate fraud. These assets include properties, office equipment, machinery, cement, re-bar, and other materials used in construction.

The stated objective of the advance sale is to avoid the assets becoming damaged during the trial process.

The magistrate said that the funds obtained from the sale of the items and the properties would go into an account, controlled by the State, that could be used to repay the victims of the fraud once a court has ordered the final and definitive confiscation of the assets.

According to news reports, the real estate that was seized b the...

The Dominican Republic’s Public Ministry (Ministerio Público) has established a new specialized agency—the Specialized Prosecutor’s Office Against the Illicit Trafficking of Narcotic Drugs (Procuraduría Antidrogas)—in a strategic move to escalate and deepen the country’s fight against drug trafficking.

The creation of the unit, requested by Prosecutor General Yeni Berenice Reynoso and approved by the Public Ministry’s Superior Council, underscores a key institutional objective: dismantling criminal structures involved in drug trafficking and money laundering. The agency aims to seize the entirety of illicit assets to prevent their reuse in organized crime, which fuels public insecurity.

This new office strengthens an anti-narcotics strategy that has already yielded historic results. In recent years, the Dominican Republic has set records for seizures in microtrafficking operations, transnational drug busts, and the confiscation of narcotics-related assets.Furthermore, the...

The preliminary trial against Antonio and Maribel Espaillat, the owners of the now-infamous Jet Set nightclub, has been scheduled for 12 January 2026. The date was set by Judge Raymundo Mejía of the First Investigating Court of the National District, just one week after the Public Ministry formally filed an indictment.

The Espaillat siblings face charges of involuntary manslaughter and involuntary assault and battery stemming from the devastating roof collapse at their popular venue on 8 April 2025, which claimed the lives of 236 people and injured over 180, according to official reports released Friday.

The tragedy, one of the deadliest non-natural disasters in the country’s history, occurred in the early hours of the morning while hundreds of patrons were attending a performance by Dominican merengue star Rubby Pérez, who was also among the fatalities, along with one of his orchestra’s musicians.

According to the Public Ministry’s investigation, the Jet Set, long...

The hundreds of other red, white, and blue flags in the ballpark were the flags of Puerto Rico and the Dominican Republic, brought to the park by fans at the RD/DR Showdown, the All-Star Game between teams from the Dominican Republic’s Baseball League and Puerto Rico’s Liga Beisbol Profesional Roberto Clemente.

The Dominican All-Stars won 6-2 over the Puerto Rican Stars, but ultimately, the celebration of the heritage and culture of two of the Caribbean’s baseball powers, as well as the cultural contributions the large Dominican and Puerto Rican populations have made to New York City, was the real winner.

The game, which drew 20,057 to Citi Field, also honored two players who made their own marks in New York: the DR’s Cano, who is in what is likely his final season of winter ball with the Estrellas Orientales in his hometown of San Pedro de Macoris, Dominican Republic, and Carlos Beltran, the Puerto Rican outfielder who was the 1999 American League Rookie of the Year with...

The nationwide blackout the Dominican Republic suffered as of the afternoon of Tuesday, 11 November 2025, highlights the importance of alternate power systems. The Dominican Republic is one of the most resilient to power outages because past frequent blackouts resulted in the generalized practice of businesses installing backup systems.

On Tuesday, 11 November 2025 at 1:23pm, the national power grid suffered a massive blackout caused by a malfunction at the 138/69 kV SPMI–138 kV SPM-Cumayasa substation. The failure occurred during the manual opening of the 138 kV line switches connecting San Pedro de Macorís and Cumayasa, triggering a chain reaction that led to a nationwide power outage. Power was fully restored by 2:30am on Wednesday, 12 November, but was out for most of the country all throughout the afternoon of that Tuesday.

The blackout paralyzed mass transportation...

An unusual massive, nationwide power outage crippled the Dominican Republic, leaving vast swathes of the country without electricity for most of the afternoon of Tuesday, 11 November 2025. The blackout obliged millions to turn on their back up power and spend billions on fuel for several hours.

The Minister of Energy Joel Santos said that by 11:30pm of the evening 25 power plants (2,000 megawatts or 62% of the demand) were back supplying power to the National Interconnected Energy System (SENI). The five-year delay in fully commissioning Haiti’s TVB Port-au-Prince Terminal, a US$60 million international-standard port facility, is a critical warning for the entire island of Hispaniola (Dominican Republic and Haiti), underscoring how anti-competitive practices and government inaction in one nation can undermine the shared goal of creating strong, cost-effective, and resilient logistics and cargo chains vital for regional and island economic growth and attracting foreign direct investment.

The high maritime costs in Haiti especially affect low-income consumers in Haiti yet the impact is felt on the entire island as Haitians migrate to the Dominican Republic seeking lower cost of living. Increased competition from a fully operational TVB is seen as a way to drive down costs in Haiti, benefiting consumers and motivating new investments on both sides of the island of...
